Review Information

All completed reviews must be submitted electronically using the online Member Review Form.

After your review has been submitted, NETA will automatically be notified. Staff will then review the information to ensure it is complete and signed by the appropriate person(s). Staff will notify you if there are any incomplete materials and/or information or signatures are missing.

Your file will be reviewed as follows:
  • Compare data requirements set forth in the NETA Bylaws
  • Compare data to that provided in the previous review or application
  • Staff will then call if there are specific questions
  • A report will be compiled for the November Member Review Meeting
Staff will then review the information to ensure it is complete and signed by the appropriate person(s).  Staff will notify you if there is incomplete material and/or information or signatures are missing.

The Board Member reviewing your file will:
  • Compare data requirements set forth in the NETA Bylaws
  • Compare data to that provided in the previous Review
  • Note discrepancies and problems, if any
  • Compile a report for the January Board of Directors Meeting
Members have eight (8) weeks to complete the review. The fee assessed by NETA for this service is $1,000. If a company completes the review within an eight (8) week time period, a credit of $500 will be issued - resulting in a fee of only $500. Therefore, please mark your calendar to submit your review no later than October 11, 2023.

The Fee Structure

  • Each company to be reviewed will be assessed a $1000 processing fee during the year of the Review.
  • Should the company complete the review forms within eight weeks of notice a $500 credit will be issued for a total discounted processing fee of $500.

  • The company named must be a full-service electrical testing and maintenance company performing 70% of the related services listed in the Contents section of the most recent NETA Acceptance and Maintenance Testing Specifications.
  • A minimum of 75% of the company's revenue comes from electrical testing, maintenance, and repair of electrical materials, devices, appliances, installations,. and systems.
  • The company named is a legal entity with its own financial statements and a separate Taxpayer ID number.
  • The company performs the day-to-day operational management functions of a stand-alone business, having its own employees and sharing no operational management with any affiliated company.
  • The company names provides unbiased testing services. This is accomplished by limiting testing services for acceptance, commissioning, and start-up on systems or equipment designed, manufactured, or installed by an affiliated company. This limitation shall not exceed five percent in gross revenues. 
  • I agree to abide by the NETA Bylaws and any amendments thereof and by the requirements set forth in the Policies and Procedures of the Association.

Related Services Matrix Explanation

Associated corrective actions and other related services are included as part of the 70 percent required services. Such services must comprise 75 percent of the gross revenue generated by the NETA Accredited Company.

Corrective actions are defined as actions constituting the repair, replacement, or upgrading of the components listed, excluding motor/transformer rewinding services and switchgear/switchboard and circuit breaker remanufacturing.

Related services are the performance of services that define work scope and are work related tasks associated with the items listed in the full service checklist.

Verification of Calibration Program

This is to certify that my company has a calibration program in place, maintained, and current in accordance with NETA specifications as outlined below.

ANSI/NETA Maintenance Testing Specifications for Electrical Power Distribution Equipment and Systems:


4.3 Test Instrument Calibration
  1. The testing organization shall have a calibration program which assures that all applicable test instruments are maintained within rated accuracy for each test instrument calibrated.
  2. The firm providing calibration service shall maintain up-to-date instrument calibration instructions and procedures for each test instrument calibrated.
  3. The accuracy shall be directly traceable to the National Institute of Standards and Technology (NIST).
  4. All Instruments shall be calibrated within 12 months of the test date.
  5. Dated calibration labels shall be visible on all test equipment.
  6. Records, which show date and results of instruments calibrated or tested, must be kept up-to-date.
  7. Calibrating standard shall be of higher accuracy than that of the instrument tested.

Test Reports and Data Requirements

Following are the minimum requirements for test reports and data from the ANSI/NETA Maintenance Testing Specifications for Electrical Power Distribution Equipment and Systems:

4.4 Test Report
  1. The test report shall include the following:
  1. Summary of project.
  2. List of equipment inspected and tested.
  3. List of inspections and tests.
  4. Device settings.
  5. Inspection and test data.
  6. Analysis and recommendations.
  1. Test data records shall include the following minimum requirements:
  1. Identification of the testing organization.
  2. Equipment identification.
  3. Nameplate data.
  4. Conditions that may affect the results of the tests/calibrations such as humidity, temperature, and other conditions.
  5. Date of inspections, tests, maintenance and/or calibrations.
  6. Identification of the testing technician.
  7. Indication of inspections, tests, maintenance, and/or calibrations to be performed and recorded.
  8. Indication of expected results when calibrations are to be performed.
  9. Indication of "as-found" and "as-left" results.
  10. Sufficient spaces to allow all results and comments to be indicated.
  1. The testing organization shall furnish a copy or copies of the complete project as specified in the maintenance testing contract.


Test Report Submittal

Please provide a minimum of 3 reports showcasing various projects (within the last two years)  that were tested to NETA specifications. The reports should show diversity in the equipment that was tested, i.e.: 15 kV equipment such as relays, vacuum breakers, transformers, cables, as well as 600 volt class low-voltage air circuit breakers, switchgear, meters, ground resistance, ground fault, and possibly infrared. 

Please reference the NETA Test Report Guide and NETA Test Report and Test Data Sheet Requirements Checklist  when completing test reports per NETA Standards.

NETA Policy NPM004 contains the following definition: A Test Technician is defined as any individual whose primary responsibility is working in the field or in a test laboratory. It includes job titles such as mechanic, electrician, lab technician, engineer, or associate. A full-time Test Technician is defined as having four weeks or more of continuous employment with the NETA Accredited Company. If continuous employment is less than four weeks, the technician is considered a part-time employee.

Dispute Resolution Agreement

It is understood and agreed between NETA and NETA Accredited Companies that they shall seek to amicably resolve among themselves any and all disputes related to this Application and/or NETA membership. In the event that a NETA Accredited Company and NETA are unable to resolve any such dispute between themselves, the company applicant and NETA hereby agree to submit any and all such disputes to non-binding mediation in Portage, Michigan in accordance with the then-current Michigan Mediation Rules. NETA and the Accredited Company shall jointly agree upon a mediator to resolve any and all such disputes. If NETA and the Accredited Company are unable to reach agreement on a mediator, then a mediator shall be appointed by the then Chief Judge of the 9th Judicial Circuit for the State of Michigan. NETA and all NETA Accredited Companies further agree that in the event any dispute related in any way to this application and/or to NETA membership is not resolved through non-binding mediation, then all such disputes shall be submitted to binding arbitration in Portage, Michigan in accordance with the then-current Michigan ADR Rules with selection of an arbitrator to be mutually agreed upon by the parties and, if the parties are unable to do so, the arbitrator shall be appointed by the then Chief Judge of the 9th Judicial Circuit Court for the State of Michigan.

Certification of Non-Interference and Revenue

A basic premise of NETA is third-party testing; thus, the Association is primarily concerned with potential influence in the operation structure of an organization rather than with ownership. NETA requires the CEO/President of both the NAC and the Affiliated company to affirm that the day-to-day operation of the testing entity is free from influence from the Affiliated company.

The CEO/President of the NAC affirms and attests that the Affiliated company named in this review has not and will not interfere with the performance of the NAC’s personnel in the performance of their duties as NETA Certified Technicians nor does the Affiliated company have any influence on the NAC’s evaluation and reporting of test results. It is further attested and affirmed that the NAC receives no more than five percent (5%) of its gross revenues from the Affiliated company.

The CEO/President of the Affiliate company named in this review does affirm and attest that it has not and will not interfere with the performance of the NAC’s personnel in the performance of their duties as NETA Certified Technicians nor will the Affiliated company exert any influence in their evaluation and reporting of test results. It is further attested and affirmed that the NAC receives no more than five percent (5%) of their gross revenue from the Affiliated company.

CPA/Audit Review Partner

The CPA / Audit Review Partner has reviewed the following excerpt from Article III, Section 1, A, 1, a and b of NETA Bylaws, NETA Accredited Company Requirements:

Active full membership shall be limited to any firm, company, or corporation in the electrical testing industry which conducts true and factual evaluations of the electrical products, devices, or systems to be tested providing the following qualifications are met:
    1. They shall be regularly engaged in the technical testing, maintenance, and repair of electrical materials, devices, appliances, electrical installations, any systems for the purpose of preventing injury to persons or damage to property and other equipment. This type of business shall constitute 75 percent of the firm's revenue.
    2. It has sufficient breadth of interest or activity so that the loss or award of a specific contract to determine the compliance of a product with the applicable test standard would not be a substantial factor in the financial well-being of the organization or laboratory. At least ninety-five percent (95%) of the organization's testing business shall be for entities other than a parent or holding company or special interests having part or whole ownership or influence of the testing organization.

Registered Professional Engineer Data and Verification

NETA Policy NPM014 defines the minimum duties of the NETA Registered Professional Engineer: The PE on staff or under contract by a NETA Accredited Company must have a four-year electrical engineering degree plus experience in electrical power system
analysis. The minimum responsibilities of the Registered Professional Engineer, whether on staff or under contract, include:
  • I personally perform and/or review and approve all power system studies as well as any other engineering analysis.
  • I evaluate unusual test results and make recommendations for corrective action.
